A test to determine voter eligibility?

Writing on the Opinion page of the Los Angeles Times, Jonah Goldberg thinks we need a test to determine voter eligibility, and indeed, history tells us that such tests are an awfully good way of separating "us True Believers" from "them unmentionables", which is a process that defines fascism and some Republicans.
